Two houses in the legislative branch. The House of Representative and the Senate are the two houses. Another one is Filibuster. This tends to be a legislative tactic used by lawmakers to delay or prevent drafting new laws. Senators delay the voting of a bill by speaking about it for more time. This is operational as the Senate rules speaks clearly about it. Its unlikely that filibuster will change in the future despite there being considerable debates about it.

Next is conference committees. The committee plays a crucial role by resolving differences between the Senate and the House. Having a different version of a bill being passed by the two houses causes differences which this company comes to solve. The committee therefore makes significant changes to the bill or negotiates new provisions. Upon completion of this product new version, its then voted for which later goes to the president.

Presidential veto. Presidents tend not to have ability to make new laws without working with Congress. This bill is signed, ignored or vetoed by the President within ten days.
